A rough rule of thumb for early game economy construction: your first constructor turret lands around 200 stored energy, and your first energy storage around 300. These numbers shift slightly depending on how many extractors you have running and whether the map features tidal generators. The point is not to memorize exact values. It is recognizing that economy buildings should start appearing before you feel the crunch, not after.
If you wait until you are energy-negative to build storage, you have already lost production cycles. Build ahead of the demand curve.
