Survivability per metal

Three T1 scouts cost about the same as one T2 fighter, but they take three shots to kill through anti air fire while one T2 fighter goes down in two shots. Per point of metal invested, T1 scouts are marginally more durable against anti air defenses. The cost efficiency favors spam when you just need eyes on the enemy.

Vision range changes the equation

T2 fighters see deeper into enemy territory. That longer sight radius means you spot production buildings, constructor movements, and defensive setups that T1 scouts simply cannot reach. When your goal is gathering actionable intelligence about enemy build plans, the extra range makes T2 fighters worth the metal cost.

When to use each

Use T1 scouts in the first few minutes for cheap, wide vision coverage. They are disposable and you can afford to lose several without hurting your economy. Switch to T2 fighters once you need to peer past the outer defensive ring and get a look at what the enemy is building behind their anti air wall. For maps with heavy AA coverage, send one T2 fighter for deep vision and keep a few T1 scouts screening closer positions.

Anti air exposure is situational

If the enemy has not built anti air, either scout type works fine. The comparison only matters when AA is present. Read the map state before committing to an expensive scout that dies in one pass.
